Question Listing for Vessel Re-Registration
Question:
Can a new owner reregister the vessel under Liberian flag?
Answer:
When a ship that is already registered in Liberia is transferred to new ownership, a new Certificate of Registry needs to be issued in the name of the new owner upon completion of the reregistration process. The vessel will retain the current Official Number and Radio Call Sign.
Question:
How does the new owner apply for the Reregistration of Vessel?
Answer:
The Application for Official Number, Call Sign and Registration of Vessel is to be submitted on Form RLM-101A. If the name of the vessel is to be changed, all forms should be filed using the new name of the vessel, and should also list the vessel's present name in the space provided on the form.
Question:
What are the fees for Reregistration?
Answer:
Upon re-registration, a fee of $1,500.00 is payable to the LISCR LLC.

Please Note: Tonnage Taxes become due and owing in full on January 1 of a given year. Accordingly, where ownership of a vessel is to be transferred shortly after the commencement of a calendar year, the buyer and seller should take particular care, in advance of the closing, to provide for payment of those taxes payable for that year to the Republic of Liberia.

Question:
What type of Certificate will be issued to a vessel that has been reregistered?
Answer:
A Provisional Certificate of Registry, valid for six months and a Temporary Authority Ship Radio Station Certificate, valid for 90 days, will be issued to the new owner upon receipt of the completed application forms and fees.
Question:
What is a Certificate of Permission for Sale and how is it used?
Answer:
When an owner has entered into an agreement to sell a vessel presently registered in the Republic of Liberia, and the buyer has stated his intention to reregister the vessel under the Liberian Flag, the seller should request a “Certificate of Permission for Sale” for the Purpose of Re-registration, from the Liberian Deputy Commissioner’s Office in New York listed in Chapter I of the RLM-100. The letter of request should set forth the name and domicile of the prospective purchaser and submit payment of a fee of $200.00. Although such request should be submitted in writing, no formal Request Form is utilized.
Note: This document must not be confused with a "Permission for Transfer."
