Question Listing for Vessel Registration in Laid-up Status
Question:
What are the benefits of registering in Laid-up status?
Answer:
Fees are reduced to only the Registration Fee for the vessel as described in Adm-003 plus the annual fees for Marine Investigations and International Participation; and for Marine Safety Inspection (tonnage tax is also due the 1st year). Where a vessel has been in Laid-up status for less than a full calendar year (1 January to 31 December) at the time of its registration, the full tonnage tax is payable. This requirement remains until the vessel has been in Laid-up status for one full calendar year.

 

Question:
Where do I apply for Registration in Laid-Up Status?
Answer:
The Application for registration of a vessel in laid-up status should be submitted on the Application Form for Official Number and Call Sign. The letter transmitting the application should specify the date the vessel was actually placed in laid-up status and the exact location of the vessel's lay-up site. The application is to be submitted to:

or to any other LISCR office, as provided in Chapter I of the RLM 100.

Question:
What documents should accompany the application for registration in Laid Up Status?
Answer:
  1. Proof of Ownership
  2. Authority of Agent or Officer
  3. Oath of Owner if vessel owner is not an incorporated company
  4. Proof to be provided from Present State of Registry
    1. Consent to transfer of the vessel, and
    2. Proof that vessel is free of recorded liens
  5. Classification Society Statement: A Statement from the Vessel's Classification Society that in the opinion of the Society the vessel, if surveyed at the time of lay-up, would have met the requirements for the issuance of Classification and Tonnage Measurement Certificates.
  6. Affidavit Regarding Confirmation of Class: the owner needs to submit a notarized statement reflecting that the vessel will not be moved or navigated while out of Class prepares this notarized statement.
Question:
What type of Certificate will I receive if I register in Laid Up Status?
Answer:
A one-year Provisional Certificate of Registry in Laid-up Status endorsed to show: "This Certificate is Only Valid while the Vessel Remains in Laid-up Status and is Not Valid for Navigation," will be issued upon compliance with the above requirements and submission of a fee.

The Provisional Certificate of Registry in Laid-up Status may be extended for periods up to six months upon written request, and payment of the extension fee.

Question:
Can I register a vessel that is not actively engaged in trade and is Laid-up undergoing modifications or awaiting a change in the market?
Answer:
A vessel that has been taken out of service and is moored or to be moored in a fixed position for a prolonged period of unemployment is eligible for registration in laid-up status in accordance with Liberian Maritime Regulation 1.54.
