Question Listing for Marine Pollution Requirement Compliance
Question:
How can we acquire a Liberian National Garbage Plan?
Answer:

The Garbage Management Plan is required to be on your vessel by Annex V of MARPOL, however the Administration does not issue, sell or approve Garbage Management Plans nor are we required to do so by MARPOL. There are a number of companies that have created their own Garbage Management Plan and there are generic plans, which you can purchase.

If you have any additional questions please contact Mr. Timothy M. Keegan. tkeegan@liscr.com

Question:
How can we get our Ship Board Oil Pollution Emergency Plan Approved?
Answer:
The SOPEP is required to be on your vessel by MARPOL 73/78, Annex I, Regulation 26. The Class Society may approve the plan on our behalf or you can forward a copy of the plan to the attention of Marine Safety for review and approval. Please allow at least three weeks for review by the Administration.

If you have any additional questions please contact Mr. Timothy M. Keegan. tkeegan@liscr.com

Question:
What is a CLC and do I need one?
Answer:
The Republic of Liberia is a party to the International Convention on Civil Liability for Oil Pollution Damage (1992). A certificate is issued (the CLC Certificate) by Liberia to each oil tanker and must be carried on board with a copy on file with the Office of the Deputy Commissioner of Maritime Affairs.

A CLC Certificate is required for tank ships carrying more than 2000 tons of oil in bulk.
